I'm not very stylish but I'll give it a whirl (Maybe Feb. since it has the fewest days!). My interpretation would be that if you leave your house....you wear the dress (work, meetings, church, dates, shopping, errands, etc). If you are around the house (cleaning, working out, baking, playing) as long as you don't buy anything new in the year, you can wear your comfy clothes! That's how I would go about it!
